The story behind this shirt
H.R. 6361 does not terminate ICE the day it might pass. It creates a commission, gives it 180 days from its first meeting to report on where ICE's functions should go, and only then starts a clock that runs a full year before the agency has to close. Congress ran a comparable split in 2002, dissolving the INS and dividing its work among USCIS, CBP, and ICE; that structure has now run for 23 years.
